75% of NYC Emergency Rent Aid Requests Rejected Despite Eviction Crisis

Mamdani Administration Faces Pressure as Thousands of Tenants Struggle to Secure Emergency Assistance

New York City continues to reject a large majority of applications for emergency financial assistance intended to help low-income tenants pay back rent and avoid eviction, according to newly released city data.

During the first three months of 2026, after Mayor Zohran Mamdani took office, the city’s Human Resources Administration (HRA) rejected roughly 75% of applications for rent-related “One-Shot Deal” assistance.

Nearly 30,000 applications seeking help with rent arrears were submitted between January 1 and March 31. About three out of every four applications were denied, a rejection rate that remained largely unchanged from the final three months of former Mayor Eric Adams’ administration.

The “One-Shot Deal” program provides emergency assistance to eligible New Yorkers facing immediate financial hardship, including help with rent arrears and utility bills.

Rejection Rates Remain High
The latest figures indicate that securing emergency rental assistance has become increasingly difficult in recent years. From April through June 2022, approximately 62% of rent-related applications were rejected.

Tenant advocates and legal service providers say administrative and procedural barriers continue to prevent many New Yorkers from receiving assistance when they need it most.

Among the challenges cited are difficulties scheduling required interviews, submitting documentation, completing applications within required deadlines and navigating the city’s application system.

Legal advocates say some tenants are forced to apply multiple times before receiving assistance, sometimes only succeeding after obtaining help from attorneys or tenant-rights organizations.

More Than 54,000 Applications Filed
HRA received 54,705 One-Shot Deal applications during the first quarter of 2026. More than half were related to rent arrears, while thousands of additional applications sought help with utility bills.

Of approximately 19,000 utility-related applications, the city approved about 36%, according to the reported data.

City officials say the growing cost of living and continuing housing affordability crisis have contributed to increased demand for emergency assistance. Officials also note that many applicants reapply after an initial denial, further increasing the overall number of applications.

Tenants Face Risk of Eviction
For many New Yorkers, denial of emergency assistance can have serious consequences.

Bronx resident Sabrina Moore, a longtime Highbridge tenant, reportedly applied multiple times for One-Shot Deal assistance to address rent arrears but was denied. She later received an eviction notice from a city marshal, putting her long-term housing at risk.

Tenant advocates argue that cases like Moore’s demonstrate the need for a simpler and more accessible emergency-assistance system.

City Says It Is Working to Improve Process
The Adams administration had faced similar criticism, and the persistence of high rejection rates under Mamdani has placed renewed attention on how the city administers emergency housing assistance.

HRA officials say the city is taking steps to improve the application process. In some cases, applications containing unclear or incomplete information are now being returned to applicants for correction rather than being immediately rejected.

The city also says it must ensure that limited public funds are distributed according to state eligibility requirements and that applicants have the ability to maintain future rent payments.

$555 Million Spent on Emergency Assistance
The scale of the housing crisis is reflected in the amount of public money being devoted to emergency assistance.

According to an analysis by the New York Housing Conference, New York City spent approximately $555 million in emergency assistance during the fiscal year ending June 30, 2025, including One-Shot Deal payments for rent arrears.

City officials have also reported that approximately 54,300 households received emergency rental assistance during fiscal year 2026 through various city programs.

Despite the significant investment, the latest figures show that thousands of tenants continue to struggle to access assistance.

With rents and living costs remaining high across New York City, preventing evictions and ensuring that emergency assistance reaches families before they lose their homes is emerging as a major challenge for the Mamdani administration.

The central question now facing City Hall is whether the administration can make emergency rental assistance faster, simpler and more accessible to the New Yorkers who need it most.
