Father Shot in Front of His Five-Year-Old Son; Questions Raised Over Federal Agents’ Conduct

By Fauzia J. Choudhury
New York City Mayor Zohran Mamdani has sharply criticized U.S. Immigration and Customs Enforcement (ICE) following a shooting in Manhattan’s Marble Hill neighborhood, saying the agents involved appeared more like mass shooters than law enforcement officers. The incident has sparked renewed debate over federal immigration enforcement, the use of force and accountability.
The shooting occurred on Thursday, October 8, during an ICE operation in Marble Hill. Oscar Belgal, 28, was shot while his five-year-old son was seated in the back of his vehicle. The child was not physically injured, but the incident has raised serious concerns about the risks posed to civilians during federal enforcement operations.
Questions Over Agents’ Appearance and Use of Weapons
Mamdani said video of the incident raised troubling questions about how the federal agents presented themselves and conducted the operation. He criticized their clothing, face coverings and display of weapons, arguing that members of the public should be able to clearly identify law enforcement officers during operations in residential neighborhoods.
New York City Police Commissioner Jessica Tisch also raised concerns about the circumstances surrounding the operation. According to accounts of the incident, some federal agents were wearing civilian clothing, face coverings and vests, while at least one carried a long gun.
Mamdani emphasized that the use of firearms in populated areas requires extreme caution, particularly when children and other civilians may be nearby.
Dispute Over the Shooting
Preliminary accounts indicate that a federal agent approached Belgal’s vehicle and pointed a firearm toward the driver. The vehicle then began moving, and shots were fired. Police reported that at least seven shots were discharged, with one bullet striking Belgal in the neck.
Federal officials have argued that Belgal posed a danger to officers by using his vehicle in a way that threatened their safety. However, questions remain about the circumstances that led to the shooting and whether the use of deadly force was justified.
A full assessment will depend on the available video evidence, witness statements and findings from the investigation.
Mamdani Renews Calls to Halt ICE Operations
Mamdani has reiterated his opposition to ICE operations in New York City, arguing that aggressive immigration enforcement creates fear among immigrant families and raises broader public-safety concerns.
Following the incident, he said he had raised his concerns with President Donald Trump and officials from the Department of Homeland Security. However, no agreement to halt the operations has been announced.
Federal officials, meanwhile, have defended the operation, describing Belgal as a dangerous individual and maintaining that officers faced a threat. Their account remains part of the broader dispute over the events leading up to the shooting.
Calls for an Independent Investigation
The incident has intensified debate in New York over federal immigration enforcement, the limits of law enforcement authority and the circumstances under which officers may use firearms in public.
The presence of a five-year-old child in the vehicle has further heightened public concern. Questions about the agents’ conduct, the perceived threat and the decision to fire shots remain central to the controversy.
The key issue now is whether the use of force complied with applicable law and federal law enforcement policies. A thorough and impartial investigation, supported by the release of relevant evidence, will be essential to establishing what happened and determining whether accountability is warranted.
