ICE Public Opinion Shows Signs of Shift

Negative Views Ease Slightly, but Unfavorable Sentiment Still Leads

Sadia J. Choudhury :
Public sentiment toward U.S. Immigration and Customs Enforcement (ICE) has shown a modest shift in recent months, with unfavorable views narrowing from earlier in the year. However, more Americans still view the agency negatively than positively, according to a new national survey.
The Harvard CAPS/Harris Poll, conducted August 28–30 among 2,100 registered voters, found that 39 percent of respondents viewed ICE favorably, while 47 percent held an unfavorable view. That leaves the agency with a net favorability rating of minus 8 points.
The latest figure represents an improvement from the beginning of the year. In January, ICE’s net favorability stood at minus 16 points. It improved to minus 6 in April before falling back to minus 11 in July and then moving to minus 8 in August.
The month-to-month changes suggest that public opinion toward ICE remains fluid. Analysts cited in the Newsweek report cautioned that some of the movement may reflect normal polling variation rather than a decisive long-term shift in public attitudes.
Enforcement Debate Continues
The change in public opinion comes as ICE continues to face intense national debate over immigration enforcement, arrests and detention.
Recent reporting has highlighted a sharp increase in ICE arrests. The enforcement agency’s activities have drawn both support from those who emphasize stronger immigration-law enforcement and criticism from advocates and immigrant communities concerned about due process, detention practices and the treatment of people with pending immigration cases.
The debate has particular significance in immigrant-heavy metropolitan areas such as New York, where large communities of immigrants—including Bangladeshi, South Asian and other immigrant populations—live and work.
For many immigrant families, questions surrounding legal status, asylum applications, work authorization, detention and possible removal proceedings remain deeply consequential.
Public Opinion Remains Divided
The latest polling does not show that ICE has become broadly popular. Instead, it indicates that the gap between favorable and unfavorable views has narrowed somewhat compared with earlier in the year.
The same Harvard CAPS/Harris survey found more favorable ratings for several other federal law-enforcement institutions. ICE’s negative rating therefore remains notable even as its own numbers have improved modestly.
The figures also underscore how closely public attitudes toward ICE are tied to the broader national debate over immigration policy and enforcement.
For New York’s immigrant communities, the polling results provide a snapshot of a rapidly changing national conversation—one in which views of ICE remain divided, while immigration enforcement continues to be a major public and political issue.
The latest numbers show a modest improvement in ICE’s public standing, but unfavorable views remain higher than favorable ones, leaving the agency’s overall national favorability firmly in negative territory.
