FBI Undercover Operation Foils Alleged ISIS-Inspired Terror Plot Targeting State Lawmakers
Shah J. Choudhury , NY, A 35-year-old Albany woman has been arrested by federal authorities in connection with an alleged plot to bomb the New York State Capitol and kill lawmakers. Jessica Bowie is facing a federal charge of attempting to provide material support to ISIS, a designated foreign terrorist organization.
According to federal authorities, Bowie was arrested on August 19 following an FBI-led undercover investigation. She appeared in federal court the following day and was ordered to remain in federal custody as the case moves forward.
Alleged Plot Targeted the State Capitol
According to federal court documents, investigators allege that Bowie developed a plan to attack the New York State Capitol. Authorities say she surveyed the Capitol and surrounding area, took photographs and discussed possible methods of carrying out an attack.
Investigators further allege that Bowie sought assistance in making explosives and attempted to obtain materials that she believed could be used in an attack.
FBI Undercover Operation Uncovered the Plan
Federal investigators say the alleged plot was uncovered through an FBI undercover operation. Bowie reportedly believed that individuals she was communicating with were connected to ISIS, while some of those contacts were actually confidential sources or undercover personnel working with investigators.
As part of the operation, authorities provided inert equipment that Bowie allegedly believed was functional. She was arrested after taking possession of what she believed to be an operational explosive device, according to federal officials.
Alleged Online Radicalization
Federal authorities allege that Bowie expressed support for extremist ideology online and pledged allegiance to ISIS. Investigators say her online activity and communications became important evidence in determining the direction of the alleged plot.
Authorities have emphasized that the case concerns Bowie’s alleged actions and statements and is not directed at any religion or religious community.
Mental Health History Draws Attention
The case has also brought attention to Bowie’s reported history of mental health problems. A Times Union report examined her background and referenced previous mental-health difficulties, including possible bipolar disorder.
Mental illness, however, should not be equated with terrorism or violent extremism. The federal case is based on the specific conduct prosecutors allege, while questions concerning Bowie’s mental health will be addressed through the appropriate legal and medical processes.
Alleged Attack Stopped Before It Could Happen
Federal officials said investigators disrupted the alleged plot before an attack could take place. The FBI’s Joint Terrorism Task Force worked with federal, state and local law-enforcement agencies during the investigation.
Following the arrest, authorities have renewed attention to security at the New York State Capitol and other critical government facilities.

Bowie faces a federal charge of attempting to provide material support to ISIS. The case remains pending in federal court.
As with all criminal cases, the allegations against Bowie are accusations, and she is presumed innocent unless and until proven guilty in court.
