NYC Mayor Objects to Use of City-Owned Parking Lots for Immigration Enforcement Operations

New York City Mayor Zohran Mamdani has threatened legal action against U.S. Immigration and Customs Enforcement (ICE), demanding that the federal agency stop using city-owned parking facilities for immigration enforcement operations without the city’s authorization.
In a letter sent Monday, November 2, to senior officials at the Department of Homeland Security (DHS) and ICE, Mamdani raised concerns about reports that federal immigration officers were using city-owned parking facilities in the Bronx and Queens as staging and meeting locations.
According to the mayor’s office, ICE vehicles and personnel were reportedly seen at parking facilities near Van Cortlandt Park in the Bronx and Flushing Meadows Corona Park in Queens.
Mamdani argued that city-owned property should not be used for federal immigration operations without proper authorization. He warned that the city could pursue legal action if the practice continues.
The city administration has also issued new guidance to Parks Department employees regarding federal agents’ access to park facilities. The guidance includes procedures for verifying judicial warrants and notifying city attorneys when necessary.
Meanwhile, the Department of Homeland Security has maintained that federal immigration authorities are legally permitted to operate in publicly accessible parking areas.
The dispute adds another dimension to the ongoing tensions between New York City and the federal government over immigration enforcement and the use of municipal property.
