CNY: Governor Kathy Hochul once again touting her “bell-to-bell” cell phone ban which is included in the Fiscal Year 2026 Budget agreement on Tuesday.
The ban, would which effectively prohibit all electronic devices in classrooms, would make New York the largest state in the country with such a ban. The budget includes $13.5 million for school to initiate the ban.
Governor Hochul said, with 95% of teenagers having smart phones receiving an average of 250 notifications a day, that teachers are unable to compete for student’s attention.
“We’re losing the battle of connecting with our students,” said Governor Hochul. “All they want to do starting in September is develop a relationship with them, but the kids are just staring into their hand the entire class time, not observing a lot.”
Schools will be able to implement the ban however they see fit, but they will need to give parents a way to contact their children during the day when necessary.
