— Concerns are growing over changes to the U.S. mail-ballot system ahead of the 2026 midterm elections after a U.S. Postal Service (USPS) whistleblower raised questions about the development and testing of a new system intended to implement new federal requirements for mail voting.
The whistleblower alleges that the system is being developed and implemented on an accelerated timeline and may not have undergone sufficient testing. The complaint warns that technical problems could disrupt the delivery of mail ballots to eligible voters.
One of the key concerns is that errors or mismatches in voter information could potentially delay or prevent the processing of large batches of ballots.
Changes Planned for Mail-Ballot Processing
The proposed changes are part of the Trump administration’s broader effort to strengthen verification procedures for federal elections.
Under the planned system, states would provide information about voters eligible to receive mail ballots. USPS would then use that information as part of the process for preparing and delivering ballots.
The proposed rules also include new requirements involving ballot envelopes, barcodes and other technical features.
The whistleblower has questioned whether the new system has been adequately tested before being used on a nationwide scale.
Concerns Over Potential Technical Errors
A major concern raised in the complaint is the possibility that a problem matching voter information could affect an entire batch of ballots.
If such a problem occurs, eligible voters could potentially experience delays in receiving their ballots.
Election officials face tight deadlines for distributing and collecting mail ballots, making reliability particularly important during the election period.
Senator Seeks Answers From USPS
The whistleblower’s allegations have prompted concerns in Congress.
Sen. Richard Blumenthal has called for greater transparency regarding the development and testing of the new system. He has sought information about how the technology was developed, what testing has been completed and what safeguards are in place to prevent eligible voters from being affected by technical problems.
The concerns come as election officials across the country prepare for the November 2026 midterm elections.
Trump Administration Defends Stronger Verification
The proposed changes are connected to President Donald Trump’s broader election policies.
The administration has argued that stronger verification procedures are necessary to protect the integrity of federal elections and ensure that mail ballots are sent to eligible voters.
Supporters of the changes say improved verification could strengthen election security and reduce the possibility of errors or abuse in the mail-voting system.
Voting Rights Groups Raise Concerns
Voting-rights advocates, however, warn that additional technical and administrative requirements could create unintended barriers for eligible voters.
They argue that election security measures should not make it more difficult for eligible citizens to receive and return their ballots.
Mail voting is particularly important for older voters, people with disabilities, military personnel, Americans living overseas and voters who cannot be physically present at their polling place on Election Day.

The administration’s broader changes to federal mail-ballot procedures have also faced legal challenges from states and voting-rights organizations.
Court decisions and ongoing litigation could affect which provisions are ultimately implemented before the November election.
As a result, election officials are preparing for the possibility that the rules governing mail ballots could continue to change in the months leading up to the election.

With the 2026 midterm elections approaching, state and local election officials have limited time to adjust voter databases, ballot-processing systems and coordination procedures with USPS.
Any significant technical problem could have consequences for large numbers of voters if it occurs during the election period.

The controversy highlights a broader national debate over how to balance election security with voter access.
The Trump administration says stronger verification is necessary to protect the integrity of elections, while critics argue that new systems must be thoroughly tested to ensure that eligible voters are not denied access to the ballot because of technical or administrative errors.
With the November midterms approaching, the reliability of the nation’s mail-ballot system is expected to remain a major election issue as officials, lawmakers and voters await further developments.
