New York commits $7.25 million for legal services for migrant children amid growing concerns over ICE use of force

New York Gov. Kathy Hochul and Attorney General Letitia James are sharply criticizing a federal plan to equip U.S. Immigration and Customs Enforcement (ICE) officers with specialized gloves capable of delivering painful electrical shocks.

The controversy comes as New York announced $7.25 million in funding for legal services for approximately 1,400 unaccompanied immigrant children facing immigration proceedings.

According to ABC7NY, the proposed device is known as the G.L.O.V.E. (Generated Low Output Voltage Emitter). Designed to resemble a standard patrol glove, the device can deliver an electrical shock through direct physical contact.

Federal officials and supporters of the technology argue that it could help officers control people who resist arrest while reducing the need for prolonged physical confrontations. But civil rights advocates and New York officials warn that the technology could create serious risks of excessive or unnecessary force.

Hochul has questioned whether such a device has any legitimate role in immigration enforcement, raising concerns that using technology capable of inflicting physical pain could violate basic civil rights protections.

James has also challenged the federal proposal. Her office is reviewing the procurement plan and has raised questions about whether its use could conflict with state law and constitutional protections.

The proposed purchase could cost between $10 million and $20 million, according to reports, adding another flashpoint to the increasingly contentious debate over ICE operations and federal immigration enforcement.

$7.25 Million for Immigrant Children

While condemning the proposed shock technology, Hochul announced that New York will provide $7.25 million to support legal representation for roughly 1,400 unaccompanied migrant children.

The funding comes amid concerns over the loss of federal support for organizations providing legal assistance to immigrant children. Without attorneys, advocates warn that vulnerable children could be forced to navigate the complicated immigration court system on their own.

New York City Mayor Zohran Mamdani joined Hochul and James in supporting the legal-aid initiative, emphasizing the importance of ensuring that immigrant children have access to legal representation.

Growing State-Federal Tensions

The dispute over the electric-shock gloves is part of a broader confrontation between New York officials and the federal government over immigration enforcement, local cooperation with ICE and the protection of immigrant communities.

Federal officials maintain that ICE officers need appropriate tools to protect themselves and safely carry out their duties. Critics, however, argue that any technology capable of delivering an electrical shock must be subject to strict rules, extensive training, independent oversight and clear accountability.

The controversy ultimately raises a broader question for the nation:

How far should law enforcement go in the name of officer safety—and where must the line be drawn to protect civil rights and human dignity?

As the debate over ICE’s proposed “electric shock gloves” intensifies, New York is signaling that it intends to challenge what state leaders view as excessive federal immigration enforcement while providing legal protection to some of the most vulnerable people caught in the immigration system.
