ICE’s ‘Electric Shock Gloves’ Spark Alarm Over Use of Force

Proposed technology to deliver painful electrical shocks during immigration enforcement raises civil rights concerns

U.S. Immigration and Customs Enforcement (ICE) is reportedly planning to acquire specialized gloves capable of delivering a painful electrical shock through direct contact, raising fresh concerns among civil rights and human rights advocates over the use of force during immigration enforcement operations.

According to reports, the proposed device is known as G.L.O.V.E. (Generated Low Output Voltage Emitter). Although designed to resemble a conventional patrol glove, the technology would allow an ICE officer wearing it to deliver an electrical shock to a person through physical contact.

Officials and proponents of the technology say it could help officers control individuals who resist arrest while potentially reducing the need for more direct physical confrontation.

The proposed procurement could cost between $10 million and $20 million, according to reports, with the proposed contract potentially extending through March 2027.

The plan, however, has drawn sharp criticism from civil rights advocates, who warn that placing electrical-shock technology in the hands of immigration enforcement officers could increase the risk of unnecessary or excessive use of force.

Particular concerns have been raised about its potential use against children, elderly people, pregnant women and individuals with medical or physical vulnerabilities.

New York Attorney General Letitia James, along with other critics, has questioned whether technology capable of delivering painful electrical shocks is necessary in immigration enforcement and how its use would be monitored and regulated.

Critics argue that before such technology is deployed, ICE should establish clear rules governing its use, provide comprehensive officer training and ensure meaningful oversight and accountability. They say it must be clearly defined when, how and under what circumstances the device may legally be used.

ICE and supporters of the technology, meanwhile, maintain that such equipment could improve officer safety and reduce the intensity of physical confrontations.

The proposal comes amid an ongoing national debate over immigration enforcement, the use of force during arrests and accountability within ICE.

At the center of the controversy is a fundamental question: How can law enforcement protect officer safety without crossing the line into unnecessary or excessive force?

The proposed “electric shock gloves” have placed that question squarely back in the national spotlight.
